On this x570s build I started changing PCIe settings away from AUTO because of these major issues. Things worked smoothly and without learning too much about it I'd accepted that my top GPU was probably at 8x speeds but the games I spend most hours in were old and CPU-limited anyway so it didn't bother me. On the x570 build I'd leave all the PCIe settings on AUTO and had just turned XMP, PBO, REBAR( and another related setting which I can't recall right now) for some more gaming performance.

What's more confusing is in the original HWInfo GPU#0 screenshot above shows the supposed middle GPU (GPU #1) doing Now It's showing the middle GPU settings are certainly a factor here but because of how painful every restart is I haven't tested all options before making this comment. Whereas in the GPU-z dropdown at the bottom of the GPU-z window the spots in the dropdown list correspond with the physical top,mid,bottom GPU. Confusing but on HWInfo GPU#0 is the middle GPU, GPU#1 is the top GPU, and GPU#2 is the bottom GPU (why is this?). Here are screenshots for hwinfo/gpuz for top, mid, and bottom GPU speeds, also summarized in table below. Is it juggling PCIe lane/speed configurations until it finally decides on something and sticks to it? Every boot, whether I've made a change in BIOS or not, takes up to 10 minutes for things to stabilize and W10 to become usable. I was digging into PCIe lanes and speed in the original post because anytime I boot to W10 there's 10 minutes where I'm getting extreme lag, like 1FPS max, and then it finally gets to a working state. Previously this was all on an x570 master and working fine but this x570s build isn't.

Problematic newly assembled system is x570s master, 5950x, 4x16gb ram, 3x 3090. Maybe the middle NVMe should get moved to the 3rd slot? I've got 3 of the 4 NVMe slots filled with Samsung 970 EVO Plus. During downtime I have all 3 GPUs participating in said activities. During gaming I have the middle GPU capturing via OBS and bottom GPU inactive. I have all 3 monitors plugged into the top card via displayport. I didn't share before because I didn't want to get flamed for being scum of the heart, spawn of hell for having multiple GPUs and participating in extracurricular VRAM activities. Original: I'm more confused than before so here's more info. And I've also learned that GPU-z dropdown doesn't correspond to the physical location of the GPU's bottom and middle are switched. And then I forgot to change the power plan back.I've also since changed in BIOS all PCIe speeds to AUTO so now GPU-z shows all 3 GPUs as gen4 top and mid 8x and bottom 4x. Yes, big jump but it's fine as I've got a nice block and plenty of cooling capacity.Why was the power plan ever set to Power saver? Because I needed to boot to check something while in the middle of a watercooling teardown so I attached one of those tiny wraith stealth AMD coolers, set the power plan, and hoped the 5950x would survive. My CPU package temp also increased 15-30C at low loads. Nothing else, no DDU, no bios change, no geforce update, no chipset update. Update: Changing my power plan from "Power saver" to "Ultimate Performance" and restarting my computer did the trick.
